Do a little more with far, far more tax dollars.
Do the same with far more tax dollars.
Do less with more tax dollars.
Do far, far less with the same tax dollars.

Tax dollars are to go to (in this order):

1) retired municipal/county workers' pensions.
2) retired municipal/county workers' free health coverage.
3) current municipal/county workers' pension funds and free health coverage.
4) current municipal/county workers' increased pay for the year and added holidays and vacation time.
5) current municipal/county workers' sick time accrual and payout on termination or retirement. Above all, the municipal/county funded designated disability certifying doctor must continue on municipal/county payroll so he/she can certify (tax free) 100% of salary disabilities for any reason whatsoever.
6) public safety*
7) schools*
8) other citizen matters (libraries, streets, parks, kids and seniors programs, etc.)*

*these in no particular order as long as they are last on the list for funding

oh, don't give NJ all the glory, don't most states behave this way?? In the south, they just call it the "good 'ole boys network." They take care of their own. The higher you go, the more lobbyists that includes. Good intentions go by the wayside when politics and religion get involved.
