That'll keep him at 1 hour commute if he's leaving the house at 5am- otherwise, it doesn't meet the criteria.
I can make it to Newark in under 1 hr. from where I am..in traffic! All the CEOs who use to travel on 78 in the am are home now collecting unemployment so the roads have been clear

Yes, but from Newark you'd then have to take the NJTP extension to JC, which can add another 30 minutes to the trip- it gets to be a total mess, especially during rush hour.
You can look a little further east along 78, say anywhere from Berkeley Heights through Watchung, or in areas like Westfield, Scotch Plains, Cranford. The latter towns would also open the possibility of taking the train into JC, though it might be over an hour with switching trains/lines.
Another option would be the Edison area, which would be within your price range and again offers the possiblity of a train commute. Is there a particular part of GA that you're in now that you're trying to replicate? I grew up in NJ and live in Cherokee County now, so I might be able to offer some comparisons.
We're reclocating from the south, 3 kids, two dogs-hubby will work at Ecxhange Place. Looking to spend between 600-700K for 4-5 bd w/yard.

You have several options at that price. Could you provide more information ? What are you looking for besides a short commute ?
Can he park at work ?
A word of caution: everyone underestimates commute times. The train won't pick him up from his doorstep.
I'd suggest picking from the closest suburban communities to JC. These include Union County, West Essex County, and the southern part of Bergen County. Within that, you still have a lot of options.
