Absolutely live in Hoboken, JC rather than NYC. You don't want to pay a 3% NYC income tax and the commute out of the city will stink, even if it's reverse. If you can afford to live in NYC, find a place near the PATH should be fine.

Yes, the PATH is a subway right into the West Village up to 33rd and the other end goes to World Trade Center. One PATH in Hoboken, Four PATH stations in JC.
IDK, rent in Hoboken is not that cheap either. You might get a bigger apartment in Hoboken but the price won't be a big difference. The commute to work, however, would be less costly from Hoboken. IDK what your budget is, but I've been researching apartments in NYC b/c I want to move there too in the near future. I've found good ones; here is one at an extremely reasonable price in the UES!

Yea PATH is the train that takes you into NYC. Its really easy. its a $2 ticket and you just ride the train directly to NYC. Takes 10-15 minutes and the PATH runs several times an hour 24/7, 365
I would really try to get a car and just drive from another city like Edgewater, Jersey City, Weehawken, West New York, Hoboken (very expensive though). Taking a bus to Piscataway will be a major pain in the ass
Will you be working on Rutgers Piscataway campus? If so, then you could live in NYC near penn station. Take NJ Transit to the New Brunswick station. Walk a few blocks and there will be plenty of Rutgers buses that will take you over to the piscataway campus. It's really pretty easy.
If you're working somewhere else in Piscataway though, that's a different story.

NJT trains terminate in Hoboken (unless they go straight to Penn).
I do the opposite commute as you every morning (Piscataway to MetroPark, then train to NY Penn). I'm more concerned about you getting from the train station to your job, since Piscataway doesn't have a lot of public transit except alone the fringes of the town and in Rutgers.
Personally, the commute is at least 1.5 hours one way, so it definitely takes a toll on your energy and and the time you have to be social. For you to pay for NYC rent, but not have more than an hour or two a night to go out, I'd consider if it was reasonable.
Living in a city like Hoboken or Jersey City would help the commute, and you can take the path or NJ transit into the city. My friend who lives in Hobeken takes the bus.
Yes, it is crazy to live in NYC and work in NJ. Ive never heard of anyone doing so. Get a place in NJ if you plan to work in NJ.
Also, the path does not run regularly on the weekends and after 10pm or so. Be prepared to wait up to an hour on off peak hours. I do recall the path stops completely from like 3AM to 6AM on weekends. Ive got stuck in the city many times because of that.
Well you would soon find out that it makes absolutely no sense for thousands of people to have to crawl through tunnels to get to an island and off again twice each day.
