Phillipsburg is cheaper than Washington, but not nearly as "good" of an area. The only apartment in Warren County I ever lived in was in Hackettstown. It was very nice, but most likely would be more expensive than Washington. Not sure if you are looking for a garden style apartment or not, but you might be able to find something reasonable and decent in a private home. Check the Warren Reporter classifieds.
