Well I think all the Wildwood beaches have been traditionally free, great boardwalk but its a longer trip from the north.
I know in Long Branch & W Long Branch they have these legal walkways where anyone is allowed to access the beach. They are posted and marked off, so all you have to do is find a place to ditch the car legally and I think that's it.

Free beaches in New Jersey..........HaHaHaHaHa........your too funny !!! Even if you find one thats "free" its really not free as you've paid many times over for its use through your tax dollars that are used to replace our beaches every time a storm washes all the beach sand out to sea.......a fee to use the beach is just a way for politicians to determine exactly how stupid the general New Jersey resident is and how much he can be taken advantage of through outrageous taxes and fees before he finally says enough.......judging by the amount of people willing to pay the beach fees the general New Jersey resident is pretty stupid and willing to pay just about anything for anything without so much as a whimper of protest.

Depending on where you are traveling from, Wildwood may not be worth the gas and I don't know what the cost of parking is. I know seaside is now $1.50 per hour on the street.
I think the best bet is the State Beaches - Sandy Hook and Island Beach State Park. Both Charge by the Car and there is nothing additional for parking.
For Example, Island Beach is $10 per car on Weekends and holidays and $6 during the week. However on weekends the State Parks will close when the parking lots are full so you have to get there early.

just one minor point - sandy hook is a national park, not state.

Atlantic City also. Get a free room in a casino and use the free beach.

Island Beach is the best deal by far if you're visiting for the day. The crowd there is also more family-like than most other beaches. Nice place.

There are no beaches in West Long Branch. West End is in Long Branch.
In Long Branch, you have to pay to go on the beach. Anyone, once on the beach, can access any other beach a certain distance from the water. The "private" beaches are private only because not everyone is able to access the beach via their walkway. Once you get on the beach you can park your butt wherever you want.

NJ beaches seem to not be as much fun as they use to be. Yea, the cheesey boardwalk has always been fun for the family, but the beaches themselves are very crowded! IDK but it never seemed that crowded when I was a kid. Life would be so much more enjoyable if there were less people in this world.
More people, more problems!!!! Less people, less problems!!!!
