Default Little Egg Harbor Coast?

Check out this google map:

little egg harbor - Google Maps

it looks like all along the bayshore, there is a massive network of canals or roads. Anyone know what this is?

I thought this area was heavily protected from any development of any kind...

(try zooming in & switching to satellite view as well)

Little Egg Harbor is located in southern Ocean County on Great Bay and the waterway for which it takes its name. Much of the town is on the water, and one particular section known as Mystic Island is a lagoon neighborhood with most of the houses situated on a network of lagoons that lead out to the bay and, eventually, the ocean via Little Egg Inlet.

There are many, many areas around LEH Twp. that are protected as part of the Edwin B. Forsythe wildlife refuge. In fact, the entire area between LEH and Brigantine is protected as well as the southernmost several miles of Long Beach Island.
