The West Orange township website specifically states that the jitney is "for West Orange residents". However, it doesn't specifically state anything prohibitive against what you propose, either. Your best bet is to call the jitney shuttle service hotline to find out:

I've lived in Livingston for a long while and have never heard of anyone taking a West Orange jitney to the train station, though. Most people in Livingston take the Community Coach #77 bus (a lot of West Orange people also take this bus). Other than that, some Livingston people drive to Harrison to take the PATH train.
