In addition, this was helpful from Open Congress:

"This bill is basically an extension of Emergency Unemployment Compensation provided in the stimulus bill adopted at the beginning of the year. According to nancym, this extension also pays for itself:
The actual bill is a bit open-ended; I don’t see a cutoff date, though that may be indicated in the original bill for which this is essentially an amendment. The cutoff mentioned in the bill is just that we each get only one shot at the 13 weeks (in this bill at least).

The bill gives that to anyone in a state that gets into that EB period, even though the funds are EUC. But of much interest to legislators is the fact that the bill pays for itself with an ongoing tax on employers that’s existed for 30 years but was about to expire. So the bill is “deficit-neutral.”
Thanks to nancym, we now know the following:
  1. The legislation will provide extended unemployment benefits in 26 states (those with TUR of 8.5% or greater, and Pennsylvania, with an IUR greater than 6%.
  2. Individuals who have exhausted their unemployment benefits will be eligible for an additional 13 weeks of benefits.
  3. The House will quickly approve the bill today.
She also writes that the next step (after the Senate approves H.R. 3548) for those out of working and requiring an extension would be H.R. 3404, which would extend many of the benefits through 2010:"

What was the earliest people came off EB, end of Aug? My feeling, whoever came off EB or coming off will get the extension. I don't believe you get the extension when the bill is signed, does not make sense. The purpose of the bill, IMO, is to extend EB and it only ended for some people 3 weeks ago.

The compasion that everyone here is showing about this topic is very exciting. However I realize that know one has gotten to argumentative, we should try and stay positive and keep focus on what brought us all together in the first place. The fact that there is no job protection for americas workers and that this economy is ever worsening and we need to stick together in this time of need and find a way forward. Congress knows that our country's success relies on these bills being past. Without americans spending and keeping this troubled economy going we will fall into a deep ressesion far worse then what we have all seen as to date. I have to believe that our government knows what its doing. Its now 7:04 and here we go five min. vote last vote of day. say a prayer and cross fingers.

now the question is how long will this take to get to the senate and how long could it take them to pass this bill as well? Any body?

Rep McDermott's Bill H.R.3548 was on the floor today.
Rep Geoff Davis of Kentucky rose in favor of this Bill where in his state the unemployment rate is at 11.1%.
Rep Steny Hoyer of Maryland also spoke in favor of the Bill even though his state does not qualify. Rep Sander Levin of Michigan also spoke in favor of this Bill reciting a letter from a man unemployed since May 2008.
Rep Danny Davis of Illinois also spoke in favor of this Bill.

In closing Rep McDermott added we all want people to have a job but also the ability to maintain themselves until they get a job.

H.R. 3548 was postponed for Yeas and Nays electronic vote later that day.

Nay: 83

The Bill is passed.

It is approved by the US House but now it has to be voted on by Senate and that is where they can toy around with the terms. then when they vote, then they will deliver to the white house for the president to approve and sign.
