Default Mobile Home private land rules Lea County, Tatum, Lovington, etc..??

Trying to find some vacant city lots for a future move back to Lea County, but was told that the City or County is getting very restrictive on allowing Mobile Homes to be set up within the City limits. Was wondering if I buy a vacant lot where there used to be a mobile home, if i will have problems 5 years or so from now when I want to again put a moble on it. Can't find any really good lots in Tatum or Lovington, but every year or so a vacant lot pops up for sale. Hate to find out the City will make me build a house on my former mobile home lot.
