There is a "short cut" that totally bypasses the city of El Paso that connects IH-10 to US-54 via Ohara Rd. (NM-404) This is a paved 2-lane and is usually in good condition, but not a road to travel above the speed limit on.

NM-404 interchanges with IH-10 just north of the TX/NM state line at interchange 162. It terminates at the community of Chapparal but it's fairly easy (intuitively) to figure out how to get through Chaparral to US-54 - there are several alternatives.

BUT, you don't have to take 404. You can switch directly from 10 to 54 in El Paso. That's what we would have done.

Assuming 10 was completely closed, but 54 was open, you might could have taken Main Street (NM 478) parallel to 10 all the way down to 404, hopped on over, then wound your way to 54.

Pretty sure those roads would have been treacherous, though, even if they weren't blocked by police.

Well, by the next morning, before we left, 10 had opened up.

I was pointing out that it is a SHORTCUT that totally bypasses El Paso. Taking IH-10 all the way to US-54 would add at least another 30 miles to the trip. And there is even another route that is a divided hiway that goes OVER the Franklin Mtns. before you ever get into the downtown area of El Paso.
