I'm considering Las Cruces, or Ruidoso for retirement. I like outdoor activities especially golf. I lived in El Paso for a few years and loved the dry, sunny climate and generally mild temperatures. My only complaint was the windy conditions in spring. I know Las Cruces will be similiar, but I'm unfamiliar with Ruidoso weather during the spring. If anyone who has lived there could please comment I would appreciate it.

My sister and her husband just moved our of Ruidoso after 22 years. They loved living there but they complained about the spring winds every year.
I have been there alot and really like the town, but not much infrastructure if you get ill or old to the point of needing care.

Ruidoso gets the winds in the spring, but not the blowing sand. There are times when dust from the nearby desert gets into the Ruidoso air, but it's not as annoying as it is in the lower elevations. And more often than not it's the white gypsum dust off the White Sands. Biggest problem in high wind is the occasional blown down trees.
That having been said, it makes a big difference where one lives in the area due to the mountainous terrain. Some locations will be much more sheltered than others, depending on exposure.
Ruidoso has great medical facilities and the best ER nurse on the planet. Lincoln County Medical Center has really experienced staff and none of the problems the Alamogordo Hospitals had..
If you like warm as in El Paso but not too cold as in Ruidoso-- try the little town of Tularosa. Close enough to Alamogordo or Ruidoso but quaint and quiet. A few degrees cooler than El Paso.
Downside is poor internet Hughes Net was so bad it changed its name to Exede - still horrible.
As we get old we need to be near good medical facilities and nursing homes.
Or we need to be close to family and friends and home, wherever or whatever that is. Comfortable.
Or we need to be somewhere that makes our soul sing and our minds effervesce, that makes life really mean something beyond its faltering container. That makes us excited to wake up in the morning. Envigorated.
Or we need to be somewhere where we can make a difference in other people's lives, volunteering in a hospice, counciling those who are confused, comforting those in need, teaching those who want to learn. Valuable.
If I am in none of those places but am one minute from the best medical care, I am already dead.

The problem with the Lincoln County Medical Center is lack of specialty doctors/surgeons. For general health care, there are several good doctors/family physicians. But the turnover in staff is problematic, basically because a first-rate doctor can earn more in a larger city.
I travel to either El Paso or Las Cruces for specialty care. And even there, one needs to do their homework because competence can vary considerably in any given specialty.
