As I already posted. Yes on the Internet. Cell service depends on where you are and who your provider is.

I had no problems with cell service in Alamogordo, High Rolls, Mountain Park, Mayhill, Laborcita Canyon nor Cloudcroft. My carrier is Verizon.

No service in Timberon, but that's the norm there unless things have changed.

I'm gonna score a Moto G from Republic Wireless for only $149 then sign up for their whopping $25 a month service for unlimited talk, text and data. No kiddin' - $25 a month!

They use cell towers but primarily use wireless then switch you to a tower when you need ta get switched to a tower. And evidently they have it perfected. I want some of that.

Is High Rolls always windy? Ive checked the last few days and lots of high gusts. Cloudcroft or Alamogordo did not have such-- maybe 2 mph .

No, this year has been an odd one for weather. The wind has stuck around for some reason.

There are sometimes days when the wind gusts stronger at the higher altitudes than at desert level. Another thing about High Rolls/Mountain Park is the fact they sit at the head of a deep canyon that tends to funnel and concentrate the wind when it blows up-canyon from the west.

Another factor in the hotter months is thermal convection. You can see it at work all along the western front of the Sacramento range as dozens of dust devils dance across the landscape all around Alamogordo. Some have been known to gain enough strength to cause damage to buildings, ala tornadoes. I've seen some gain so much altitude they can be seen from a great distance. Hawks and buzzards love these cyclonic events since they can soar for long periods without flapping their wings. Makes for great soaring too, for those into that sport.

In the spring, everywhere here tends to be windy, some spots may be less so, but it's still windy

mtncat is right though, wind has stayed later this year.
