Beats me. I don't know. Maybe if the people were still around who designed/thought up the state flag, maybe they could answer the question.
I know that whenever an atheist tries to have the state flag changed or claims it is a cross, and desire of separation of church and state come into play, it seems the state of new mexico is always able to weasel out of having to change the state flag.
I put my 2 cents into the post because I do not view the cross on the state flag as a religious symbol, maybe some people do, but, I know some people like myself, do not. We probably both know that in the 21st. century, nothing is sacred to some.
Sorry if I ruffled your feathers, I wasn't trying to do that with anyone.
The new mexico state flag could be viewed by some people as contraversial.
I view the symbol as the 4 seasons.

Perhaps, Sacred - Worthy of respect or dedication.
From Zia Pueblo Indians
To the Zia people, the sun symbol is an ancient design. It reflects the basic harmony of all things in the universe. To the Zia, four is a sacred number, as it is with many other Native American tribes. It reflects the four directions, the four seasons, the sunrise, noon, evening and night phases of the day and the four stages of life - childhood, youth, adulthood and old age.
The Zia also believe that man has four sacred obligations: to develop a strong body, a clear mind, a pure spirit and a devotion to the well being of the people. The Zia have adopted a white flag bearing the redZia sun symbol exactly as it appears on the New Mexico state flag. Above the Zia sun is the black inscription "Pueblo of Zia." Surrounding the entire flag is a black border. The combination of red, white and black reflect the colors of the Zia pottery.

Sorry for the late chime in.
In terms of license plates I believe the DMV is offering a new license plate that displays both the New Mexican and American flag waving together for support of our troops. It looks like a beautiful license plate.
In additon, I particularly like the UNM license plate as well. Very Unique! And yes, I like the idea of an alien being on the license plate. They should have the UHAUL people design the plates. The pictures they use on their trucks, including that of New Mexico's (which is one of an alien by the way) are fantastic!

Remember the good old days when there was just one plate for each state?
I think there are now upwards of 25 unique and different license plates for NM. This trend extends nationwide, and is beginning to tread on some pretty thin ice. Pro-choice or pro-life? You can now get a plate for that in some states. I can put something offensive on my car like a stars-and-bars flag or a Rolling Stones sticker (still probable cause for search in a number of states) but the state should not be part of that process.
I think the state would do well to rein in a few of these categories (isn't a U.S. flag supposed to be just as supportive of the troops as a dedicated license plate?) and quit treating something that is supposed to be legible from hundreds of feet away like a silly holdover and a dedicated space for whatever bumper sticker the registrant feels like paying extra for.

Now, wouldn't that be something. You go into motor vehicle to get a new plate, there's 25 choices of plate designs to choose from, there's 50 people waiting in line behind you, and ya just can't make up your mind which plate you want because of so many choices. Sounds like the post office at Christmas time.
