Yes, it's possible. The Navajo Nation is vast, and there are communities that settled in areas that don't have water at all, let alone running water in the home. They haul water in from the nearest source. These are small isolated communities that were settled generations ago.

Running water requires wells, and wells are very expensive. With deep wells that I would expect are necessary on thye rez I wouldn't be surprised if the average cost runs over 15 thousand dollars. Most Navaho don't have that kind of money, and then you've got to plumb the house too.
