Thank you ahead of time for any ideas/thoughts. We are eying New Mexico.
This is what we hope for, in order-
1. Cold weather, or at least fairly cool weather, much of the year. No Summers over 80 degrees
2. Housing 150K or under. 2+ bedrooms
3. Forest Mountainous area
4. Small town. 500 residents to 13K residents or so
5. Ability to grow some of our own food & possibly have chickens/rabbits for meat, dogs cats, etc)

I'll suggest Raton because it seems to fit all the things the OP is looking for.
1. The hottest time of the year, July, it averages to be 83 degrees.
2. Housing at 150K and under. Go to realtor.com and check out the selection. I did. Lots of homes at 150K and under.
3. Not a mountain town, like Chama, but mountains are nearby.
4. Population of Raton is a little over 6,000.
5. Not sure here, but there are homes with some acreage on the east side of I-25.
Chama is a pretty area, population only about 1000. Las Vegas is home to New Mexico Highlands University, some houses around 70K or so. Houses with acreage I'm not sure of. It would be helpful if the OP could tell us if they have a home based business or have retirement income.
Look at Ruidoso/Lincoln County. It fits all of your criteria but real estate has skyrocketed since the pandemic since it is the closest resort area to Texas and Texans are fleeing.
The number of Texas immigrants coming here and bringing their red politics is the only reason I would consider leaving at this point.

I think this is a good choice other than the fact that it really isn't IN the forest. However if you don't mind living 15 minutes west of town you CAN live in the forest.
Silver City is another place like that. You can live in the Forest in Pinos Altos which is 10-15 minutes north.
But Riodoso/Alto and Cloudcroft are officially up in the forest.
