I'm planning on trying to do some business development in New Mexico. Obviously Albuquerque and Santa Fe are the main population and business centers in the state. Are there smaller cities in those surrounding areas that are growing?

Rio Rancho is part of the Albuquerque metro and growing, as well as Los Lunas.

Head down to Las Cruces and the part of Dona Ana county adjacent to El Paso for additional growth spots.

Good suggestion. The west side of El Paso - closest to Las Cruces and accessible by IH-10 - is one of the fastest growing retail/commercial areas imaginable. Lots of Interstate improvements in progress as a result.
