The checkpoint on I-25 is south of Hatch. The facility near TorC looks like it just holds vehicles and stuff. I've never seen it used as a checkpoint at any time, and I've driven through regularly since 2003.
The facility near TorC was used as a check point years ago. I used to drive regularly between Albuquerque and Silver City starting in the early 1970's when I left Silver to attend college at UNM. I don't remember when it closed but it must have been the 1990's. Since I always went through Hillsboro (or Deming to Hatch if weather was bad) and never went as far south as Cruces, I don't know if the checkpoint near Hatch was also open at that time or not.
Was it raining hard or was the weather otherwise very bad at the time? My understanding is that for safety reasons they are closed during severe weather to avoid traffic accidents.
Rich, I think the I-25 border check point changed location a while ago. It is now located between the Radium Springs exit (19) and Upham exit (31). Also, concurrent with this checkpoint there is another one parallel to the I-25 border on NM 185 just to the west:
The Border Patrol still maintains the one near T or C and keeps vehicles there, but it's not in operation as a checkpoint. I imagine if there were security reasons to start it up again they could do that very quickly, though.

It was open slowing down cars the three days we drove through it going north last month... They had three dogs....

Yes, I traveled on I-25 twice in the last week and the checkpoint north of T or C was not open. I'll have to ask my niece as she travels that route frequently.
My understanding is that there is the checkpoint near Hatch (open) and the one south of T or C (not open).
