Another area you might want to consider is Bayou St John in mid-city. You won't be very close to the street car, but it still has an interesting vibe to it.

Definitely Uptown. Beautiful architecture, Audobon Park, near restaurants and shopping and along the streetcar. Crime is not really an everyday concern but you should have a security system in your house. Anywhere West of Philip Street between St. Charles and Magazine Street will be consistenly nice and not likely to flood. It is a very active area with lots of people walking and biking. Welcome to New Orleans.

Uptown, Bayou St. John, or Lakeview. If you are looking for gated you might want to consider English Turn, but, your price range is in the lower segment of that development and you probably wouldn't get as much house as you would like to have in English Turn. But, Bayou St. John and Uptown are the closest to the streetcar and parks.
