I'm glad the CBC issued this report as it makes it ever more clear that recent political proposals seeking to raise the decontrol threshold to $3k will only benefit the wealthy few who would actually continue to keep their apartments as they approached that level. People like Gov Paterson, for example. Meanwhile, if you live in the boros, you'd choose to leave your rent-stabilized apartment for a cheaper market-rate one at some point after your rent gets to the $1,200-1,500 range.
