I read a lot of discussion of Harlem. Is this area Upper east side or east Harlem? Safe? Thanks

That's the UES, the northern border, and perfectly safe. Beyond that, while the police precinct changes, you're still in the Carnegie Hill neighborhood, and it's good to Mount Sinai, between 5th and Lexington.

You will likely be doing most of your shopping and services to the south, into the 80s.

Harlem is good, but more so on the West side than the East side of Harlem. However, Madison Ave between 116th and 120th, or thereabouts, has some very nice places.

This is the UES. 96th between fifth and madison is affluent.
The neighborhood in ok until 103th street between Madison and Fifth. Ok until 99th street East of Park Avenue.
