It's not nasty, it's fast-paced. It's loud, but in the same way that a jungle is- more a steady cacophony of interesting sounds than abrasive. It's congested but that provides a sense of incredible energy, easy access to meet people, and lots of convenience. There are rats and roaches, but find a clean apartment with regular exterminator visits and you're fine, you'll only see them around garbage bags outside. It's never boring! Yes move here! It's not fast-paced, it's hectic, frantic, frenzied, chaotic, frenetic, feverish ... and at that it's amazing how inefficient and slow everything in this city is, how much time, money and efforts even simple things require.
