DMV at 5 Penn Plaza (New York, York: sale, insurance, transfer)

I just sold my car and need to return my plates. I usually use the DMV near where I live, and there, they have express lines for just returning the plates. I'm thinking of using the DMV at 5 Penn Plaza because I work in the city and was wondering if they also have some kind of an express line for returning the plates. Since I need to do this during a work day, I'm wondering how long it might take.
I have never bought or sold a car in the state of New York, so excuse me if the laws are different. However, I have sold and bought cars in multiple states quite often, and I've never heard of anyone returning the plates. Normally people will keep them, and then transfer them to their new vehicle instead of paying the fee for completely new plates, which is more than just getting a title & transfer when they go to register the new car. As long as you signed the title the car is legally out of your possession; a bill of sale is always something you can do as "added security"; in case the person whom you sold the vehicle to decides they don't want to register it and rack up a bunch of parking tickets or whatever else.

Off topic, but.... I sold the car and don't plan on getting another one. Once you return the plates, you get a receipt from the DMV and you provide that to your insurance and they take the car off your policy.
