Upper East Side
I am new to NYC and was looking for an apartment in Upper East Side. Uptill what street(90? 100? 110?) is the area "safer"?

The upper East side goes up to 96th St.
Real estate brokers are the only people who try to extend it up to 110 the Street or even higher.That's East Harlem.

Exactly. A real estate broker will bring you up to 110th and tell you it's "a cozy Upper East Side apartment with stunning views of Central Park".
Don't go anywhere above 96th Street. Ideally? 70th to 82nd.

Let's just clarify: 70th-82nd is "ideal" because it's in the heart of the neighborhood, not because anything above 82nd is unsafe. You're perfectly fine all the way up to 96th Street. The only "caveat" is in the 90's around 1st Ave, there are projects, so just walk the area and make sure you are comfortable there day & night if you look at any apartments there.

The only section of the UES that straddles the 96th Street border is Carnegie Hill, and that's basically the same neighborhood, though a different police precinct/community board above 96th, as the rest of Carnegie Hill. The community overlay stretches to just below Mount Sinai, and east to Lexington.
The other game that the brokers try is to call parts of East Harlem the "Upper Upper East Side," using the name of the UES to attempt to convince people that the areas are similar.
