A friend and I will be both be attending CUNY schools next year and we want to know how likely it is that we find an apartment for around 1500-2000 per month. Were not too strict about where we live in the city although we woUld prefer manhattan. Is this feasible?

Yes it's feasible, especially if you are willing to share a 1 bedroom. A 2 bedroom will be much more difficult to find. What is your real budget- $1500 or $2000? I ask because that can make quite a difference in NY. And keep in mind your guarantors will need to make 80-100 times the rent in annual income.

You could obviously save money if you live in the outer boroughs and commute to your CUNY schools. I would check if the school has a dorm as a limited option; certain CUNY schools have dorms.

Some of the best CUNY schools are not in Manhattan so why would you want to live there( Manhattan) if you go to Lehman( Bronx) or Brooklyn College( Brooklyn) for instance?
What school(s) will you be attending?
