I visited NYC during the Bernhard Goetz era. It was a gritty more dangerous city then , but native New Yorkers would know better than me/
This isn't necessarily a fair representation of the city at that time, but I am reminded of the opening to this TV show which aired at that time. It captures some of the fear and paranoia some might have felt on the streets in the mid 80s:
NYC 1980s was a mess. A complete, total mess. There were thugs roaming the streets and parks in "wolf packs", there was "wilding", etc. People just weren't safe and Bernie Goetz was representative of how people felt at the time and what everyone wished they could do.
Using an illegal gun to destroy a criminal culture is different from using an illegal gun to perpetuate a criminal culture.
