Added much more to it because I'm sure as hell that the worst looking streets in NYC don't all belong to Brooklyn and Staten Island.

Whitlock my comments are as follows:

First Post: Building is being sold for rentals. The area borders industrial, and down the rest of the blocks are all new/rehabbed housing which looks nice.

Second Post: All new middle class housing surrounded by 1 remaining empty lot.

Third Post: All new or renovated housing, and 1 remaining lot.

Fourth: Being renovated for rentals, the rest are rehabbed housing.

Fifth: That's a wack block.

Sixth: Ehh....1 remaining lot.

Seventh: That particular block is industrial...that should not count.

The only ones that may be considered "rough" is the fifth and the first..the others are just not rough. Surely you can do better than that.
