Why are people calling BK,BX,Queens the outer boroughs. Moderator cut: Language. It is NYC and they are of the 5 boros not outer boros.

They've been known as the O-U-T-E-R boroughs for decades! Manhattan was first and is central, all the other broughs surrond Manhattan and focus upon it.
The reason the term bothers me a little nowadays, is because New York City really, in fact, is all of the boroughs. The phrase, "the outer boroughs" never bothered me until recently. I think what's makes it somewhat annoying at times, is that it's often said in a compromising way.
Like, "you'll have to try getting an apt. in the outer boroughs unfortunately". - something like that anyway. I've heard a couple of tv shows do that, and as if living in a borough other then Manhattan is an insult or something. In reality, most New Yorkers live in the other 4 boroughs and Manhattan could not thrive or make it at all without New Yorkers in all 5 boroughs.
A lot of people looking to move here post on city-data asking about living in NYC are definitely referring to Manhattan exclusively. Meanwhile, most of us live in the other 4 boroughs and happily so. I would not want to live in Manhattan unless I were able to truly be able to afford a great apartment. So much to contend with -- I'd at least want to go home to a sweet apartment for a rent that didn't petrify me by the 3rd week of every month.
People in "the outer boroughs" -- meant in the old way of saying that, never minded that term as far as I know. But it's become a term that sometimes, not all the time, but sometimes, suggests a step down, which realistically speaking it is not.

You should've read a little history before making that comment. Until January 1, 1898, all of New York City was contained on the island of Manhattan. So when the city comprised of five boroughs became the new reality, the four new ones were the 'outer boroughs.' The name stuck. As we say around here, waddaya gonna do?
