If the city wants to ban smoking, let them ban it in City Hall. Beyond that, let people choose. If the ban on smoking in bars and restaurants was repealed, the majority of restaurants would choose to stay smoke free while a few would re-instate smoking sections and would satisfy that very underserved market. If the fact that a restaurant has a seperate and ventilated smoking section bothers you that much, don't go there, go to any other of the 90% of restaurants that would be completely smoke free. As for parks, if litter is such a problem, how about putting some ashtrays in the park? There's no possible secondhand smoke argument for outdoor areas.
I have no problem with smoking sections in restaurants, bars, etc. I think that is a good compromise. Keep in mind not every place would have enough space to accommodate that though.
In general I tend to lean in favor of all the restrictions against smokers. It's a nasty habit and why should people who don't smoke be exposed to the nasty smell and it's toxicity. Generally my feelings on smoking is that it should be done in private and if done in public it should be done in a respectful manner where it doesn't intrude on others. One thing people gotta remember is we live in a crowded cramped city so it is very easy to intrude on others. I know for some that grew up in different times where you could smoke anywhere it seems like they are being attacked but in past decades as a country we were not as well informed on the medical consequences of smoking so the culture was completely different.
Beach, I wouldn't mind people smoking if they were neater or more respectful about it but they aren't. Nothing worse than being on the beach and seeing garbage and cigarette butts all over the place. It's funny because with smokers I've noticed there is very little in between room in terms of them being either extremely respectful and conscientious about it or on the other spectrum being total a-holes and not being considerate of others.
As for the park issue specifically I don't have a problem with people smoking in the park for the most part because most parks have enough space where if someone is smoking it shouldn't bother other people.

Did anyone mention that this gets more $$$ into the city's coffers by invading peoples' basic liberties? I see it that way, anyhow. The basic attitude I get from it is 'the government knows better than you and it will tell you how to run every little aspect of your life'. Sounds more like Communist China than America. I wonder whatever happened to the real New Yorkers. Do you really like what is happening to your city?
