Of course it's speculation...that what you do when you talk about something that hasn't happened yet. Had it happened already we'd be talking about news reporting.
The 1938 storm hit the center of Fire Island and Long island, not New York City.
As for 1963:

So not sure where you are going with that.
If you are saying New York has been rarely hit directly, I agree with you. However that does not change the fact that a direct hit, given the topography, will make 9/11 look like a clambake.
