It depends. If you're African (black) you can claim refugee status and pretty much have everything handed to you. But the truth is, I was just being sarcastic, so move it along. The bottom line is--if you're a productive and intelligent member of society, you won't get a penny from the government.
I've come to accept that.

Some of my friends use Healthy New York for themselves and their families for relatively affordable health coverage.

Look into HEALTHY NEW YORK. The clinker might be the income cap. This is an HMO and thus has no deductible, just something like $15 per visit and I'm SURE they will cover cancer. I've chatted with a couple people who have it and consider it the bargain of the century. If you qualify incomewise, JUMP at it. It is substantially state subsidized.

I'm happy to hear your income is way over those limits.
Paying out of pocket is fine unless you falll and break several bones...for about $50,000. Or find a tumor on your breast....$100,000.

Insurance is to protect against catastrophes that you DON'T know about.
