Never been to Brownsville. I read this from Wikipedia,
" In 2003, the United States Army Medical Corps established a training program in an emergency room that has received 600 cases per year of gunshot and stabbing victims. The program, called the Academy of Advanced Combat Medicine, started at Kings County the Eighth Medical Brigade, based at Fort Wadsworth on Staten Island, decided to train their reservists in a busy civilian emergency room."
It was a certified war zone. Any improvement in recent years?

never been there neither but i do know several projects in my country that are terrible, bad reputation, drugs everywhere, african gangs runnin the places, if you are not from the neighborhood you can't even enter the building etc that type of stuff, and even in those projects you can walk the streets during the day without being automatically targeted by them young thugs, i mean its dangerous but being in those areas don't automatically leads to robberies or muggings...That being said, i'm not aware of the US hoods so maybe i am wrong...

The murder rate has dropped. I also had mentioned iefore that after the persian gulf war murder rate in nyc started to drop because life saving battlefield technology was introduced to city hospital. A gunshot wound is no longer a death sentence.

Do you know Savate? Its a form of French Martial arts supposdly its been in use since the Greek and Roman times in Marsaille, but came into usage after the Baroque period. I could be wrong!
