The only problem that I see is that you have filthy neighbors who don't close their driveway gate
it wouldn't surprise me if they leave it wide open obstructing the sidewalk on occasion.
No violation here, IF and when the DOB inspector comes he will close your case, just make sure under status it's marked RES.

Are you talking about that ugly wiggly wiry thing?
That's not what anyone would call a proper fence.

It's really a mess, legal or not. I can see why your neighbor is pissed. Take it down and do a proper fence.

I think I know what the problem is, that fence is on top of a retaining wall
now the chicken wire fence looks to be around 4ft in height, so if that wall
is even a couple of inches higher then 2 ft it would make it illegal.

Even if that wall belongs to you it doesn't matter, 6ft height maximum
allowed for a fence on the side.
