its not really a case of where you live but the fact that those who can afford it are not living in crime ridden areas.
the almost 1000 bucks to go through the process and buy a handdgun ,ammo and range time pretty much rules out lower income folks.
I don't buy that theory. There are plenty of people who can afford it and live in the high crime 'hoods. Either they don't want one, don't know how to start the process or already know the outcome of trying.
then they should get it. nys law says that you must be given the permit within 6 months unless nypd can demonstrate why not..in fact my wife was granted her permit without them even finishing checking her finger prints.
they lost her finger prints 2x and by the time they realized it they bumped the 6 month law and had to grant her it.. i never met anyone in over the 20 years i have been involved in the shooting sports who was denied because of where they live.
its always other valid reasons they were denied whether they admit it or not.

Do you or any of the people you know who have a permit live in a high crime neighborhood?
I just checked the NYPD's website regarding denying permits and they had this disclaimer at the bottom:

This list is not exclusive. If your investigation results in a determination that you lack character and fitness for a license or permit, your application will be denied.
Besides the obvious reasons for being denied a permit, what does that disclaimer mean? "Lack character and fitness"? That's a very vague reason as to why they can deny you one.
it means they can and do check with references,your bosses,ex bosses etc to see if people who know you feel there is a reason you should be denied.
they have been known to even call spouses to see if they had reason for having you denied.
i did know a couple of guys on a shooting team who were from not the greatest areas the bronx but for the most part shooting is a very expensive sport and most of the shooters i have known were middle to upper middle class and came from decent areas of the city. thats just the way it works out.
The info on this link is outdated, and does not apply to the present date of 9/2013. I applied on 1/28/13 and just found out today that I was approved for a handgun permit on 8/2/13, but it has not been filed as of yet, so it will probably be at least another 2 months which is totally ridiculous, and asinine at the turtle pace of the NYC licensing division.
My wife's cousin in NJ applied last year and got his rifle/handgun permit in 2 1/2 months, and it only cost him about $30.00 dollars, my 2 permit applications have cost me, around $700.00 dollars so far.
NYC does everything possible to dissuade the Law Abiding American, whose birthright is the 2nd Amendment, from going through the already unconstitutional process of obtaining a permit, purchase approval, licensing fees, etc. If I had to go through that nonsense to exercise my Constitutional right to keep and hear arms, I never would have come back to this city after the Army. I will also be leaving as soon as I am subject to this intentionally obtuse system.
