I assume the person renting the apt. but it might depend on what type of building you are in.

In my experience, always the resident, never the landlord or the building. If you find someone good, let us know.

VERY rarely in a new high-rise the owner will wash the windows, but the rule-of-thumb is that the lessee will wash his windows or pay someone to have it done.

thanks for the information. I just figured that since the windows were filthy when I moved in and the owner said she'd have them cleaned that she would pay to get the windows cleaned. If I have to pay it's like $200 for eight windows which I guess isn't bad.

depends on the type of building, if the are walk up buildings usually the windows tilt in to make ease of cleaning. we have them, and they are easy.

but new high rises have windows that are basically impossible to clean from the inside, (why, I will never know) and an outside windows washer would be necessay.....

unfortunetely as you look around manhattan, it looks as though no one cleans windowas, as they are all dirty.....gross...

I used to have two panels per window that slid sideways...total was 8 feet wide. To wash them you had to reach with a long squeegee but stll there was the back of the inside panel that you could not get to when open so the half panel had to be lifted out of its track and taken into the room to wash the outside. It was double paned and weighed 100 pounds. Heavy and incredibly clumsy.
(I can still feel my back twinge.)

Now I have nice double hung vinyl windows that fold in...a breeze to wash.

Yep, 8 windows for $200 is a very good price. Often it's around $40 apiece.

Me too, aren't they the greatest !!! Ours are bronze and it is even better because it matches my decor inside the apartment. I hate white...

Bronze too...maybe we live in the same building.

Alas the living room has a large immobile panel between the two double-hungs so it's still a reach with the squeegee while trying to avoid becoming Wiley Coyote off the cliff. But far easier than taking a lifting a panel out to wash it.

Bedroom all fold in double-hungs. YESS. (I hate dirty windows,)
