On a month-to-month agreement with the owner of an apartment, are bed bugs a reason to vacate without 30 days notice?
Would the renter be able to recover his/her security deposit?
The law requires the landlord to notify you that the building has had a bedbug issue - before you sign the lease. If s/he failed to do so, you can not only get your deposit back but probably receive a damage settlement as well.
Fortunately, I have not dealt with this directly, but from the stories I have heard from others, no amount of compensation could mitigate the suffering !

Agreed. My comment was addressing a situation where the landlord was unaware of the bed bugs when the apartment was leased, or the bed bugs infestation was caused by no fault of the landlord.
Would you think a landlord is or should be legally bound to notify nearby tenants of an infestation, perhaps, as a minimum, all the tenants on the floor and the two adjacent floors?
Perhaps a notice in the lobby might suffice? Perhaps an inclusion of his rememdiation effort/plans might be included?
It is clear that keeping a bedbug infestation SECRET often nothing for anyone except the landlord.
One more question.. if there was an infestation..let's say, a year ago.. is the owner responsible for divulging this information to a potential renter? especially if that potential renter asks if there has been any issues involving bugs, pests and the like?
I'm considering small claims court. This has been one of the worst experiences of my life.
The owner refuses to give back full security deposit saying I didnt give him 30 days notice or time to rent the room again.. but the way I see it, he's lucky i'm not seeking compensation
