Register to the city of New York? (taxes, to live in)

I'm moving to NYC from the Netherlands. I have an American passport, but I can't seem to figure out how to register to the city of New York. Could anyone please tell me where and how to do so? What is the system for moving to the city?
What do you mean by "register to the city of NY"? If you want to move to NYC, you don't need to register to live in any American city. Since you are an American citizen, you can freely move to NYC or any other American city.
Your job will file the appropriate paperwork and take taxes out of your paycheck directly. You'll fill out a form when you start working and they do the rest. If you are working for yourself, in a cash business or as a freelancer, you may have to keep track of everything yourself and it will be worked out when you file your taxes at the end of the year.
The only "registration" you have to do is to get your driver's license or a state ID. Both are optional though and you can use the passport as official ID if you want.
I'm confused... how do you have an American passport if you're not from America?
im guess they were born in the states as a child, moved out of country and now want move back to the states. Or they could also have some kind of dual citizenship
