Also, what's the difference between hpd and hdc? Do they process things differently or have different policies?

i applied for a waiting list apartment in 2003 with Gouvernuer Garden Housing Corporation under HPD. In Sept 2015, i was offered an apartment but for personal reason i declined the first offer. I called the transfer agent last part of 2016 and she
asked me if i am ready, asked my income. Told her our gross income, never told that income is based on adjusted gross
income and some deductions. The next i called her, notified me that my name was removed from the waiting list. I was
not notified in writing that my name was out and also i did not a official letter offering an apartment. The first offer i got a letter. I never had a chance to a second offer. What is the chances that my name be re-instated in the waiting list.

They no longer do home visits. That's a thing of the past.

It depends on the situation. I do Security in a shelter and I know when the housing specialist got a few of the people there a studio apartment in a brand new building located in The Bronx, HPD sent out their people to see how they were living first at the shelter before granting them an apartment.

Idk what they mean by “explain your situation” but I went to an apartment interview last month, I got an employment verification letter from my job and it just basically needs to say your hire date and hourly pay/salary and it needs to be letter head, signed and stamped. As for me my job has a website where you put in your employee id number and you’re able to download and print your employment verification document

After you go on the interview, and hand in all your documents, the agent will tell you what the next step is.

If the agent has everything he or she needs from you, the next step is usually waiting.....and waiting.....and waiting....
