You will not find a decent 1 bedroom apartment in ANY of the areas you mentioned, not even Jersey City Heights, for $ 100K.

Sorry, but I just do not think that game plan is realistic. Buying a condo and then renting it out for a positive cash flow "to pay off college loans" has not been workable for a while.
