I always felt expanding the regular yellow cab company would be the best idea. It seemed to be happening on it's own over the years. Again, I see many more in the outer boroughs nowadays.
Going to Manhattan isn't a problem.I have a car service I call and they are usually outside of my building almost as fast as I can get downstairs myself ...and they only charge $25 to go there as opposed to the $40 it costs in a yellow cab from my neighborhood.

Anyone have any idea about the fare structure of the green cabs ? Same as the yellow or different ? I'm hoping they will be cheaper but that might be asking for too much.

So out of the 3 (yellow, green and gypsy cabs) which one would be the cheapest?

I believe Yellow and Green will be the same, because they are both standard fare rates. The gypsy cabs are negotiable, so depends on how good your negotiating skills are/how much money the cab driver has made so far that day.

I find that gypsy cabs always tend to overcharge.
For example, two weeks ago I took a yellow cab from the LES to Astoria, and it cost me like $20.
but last week on the same spot I picked up the yellow cab, two different gypsy cabs wanted $30 for the same trip.

Is it legal to "change your mind" when getting in a cab. We have all had a cab pull up and they lock doors and ask "where are you going?" Could I lie and say 34th, but then when I get in the car say, "no I change my mind take me to 134th, and could they resist?

you can change your mind. it depends if you catch the cab driver during the shift end period as some cabbies like to pick up a convenient fare and don't want to travel to uptown manhattan or bronx, bk, etx.

Car services will definitely be impacted by green cabs. At least, they will get less customers afterwards.
