You can't tell people they shouldn't feed their kids Doritos for breakfast (I've seen a woman lecturing a mother on the subway for this), you can't tell people they shouldn't be letting their kids stay up until 1 am to watch cartoon DVDs or play video games, but you most certainly can and should tell people they shouldn't be dragging their kids as panhandling whores onto the street and subway

There's a difference in raising kids between poor choices (subjective) and neglect / abuse / failure to provide basic necessities (objective)

about it? just let people live their lives until you have a better
alternative for them. you probably don't care about anyone's kids
any more than you care about them anyway. I've seen the ladies
with their kids, but if I'm not giving something, I'm keeping my
mouth shut. it's not my business.

Oh I don't think anyone here doubts you don't care about those kids, but as a society most people do care and it's pretty well established that there's a minimum standard of care that if not met, will result in the child being taken as a ward of the state. It's actually the law that it is our business, and to answer your question, the better alternative (however crappy it can be) is known as foster care

breaking up a family and leaving those children
with their mothers.

This is an excellent example of the reason this city, and this country, is in the state it is.

Setting aside that I believe this to be an adolescent, a teenager at absolute most.
