It is a trend from the late 1990's. Scooters are basically the new roller skates/blades. It is a far cheaper method of transportation, and more safer then a bike.
Right now some crazy officers are trying to fine people, for riding on the sidewalk with a bike. A person was given a ticket just for walking on the sidewalk with a bike. Real stupid.
NewYork City, for a very long ( like 1970's and 1950's ) time has had delivermen, who uses roller skates/blades and you might see them sometime, they are nothing new. However it is mostly a person a bycycle nowadays, getting hit. I saw a person get hit by a slow moving truck one time, I was like a couple of inches from the person. The truck barely moving bent up the fellow. You could here the bone sounds, as the truck wented right into the person. The person walked away without bleeding, or crying.

I don't mind them. They seem like a good idea. Don't use gas, easy to collapse. You can bring them on the subway and they don't take up at all what the bikes take up. But I agree they should be on the street like a bike. That's where I have seen them. I think anyone skateboarding, razoring, or biking on the sidewalk should be promptly pushed off into the street.
Saw a woman riding one to my gym the other day (seriously?) but haven't encountered one in the wild yet. I'm exhausted from dodging bikers who ride at top speed but don't follow any rules, so I really hope this isn't going to turn into a new trend.
