Bluedog-between Morris Park and Pelham Parkway, which is more suburban like and laid back? Pelham Gardens seems pretty peaceful.
Another thing-just so I know where NOT to end up, could you list the bad areas?
Congrats on getting into John Jay. It's really the best move for your intended career path. Traffic on the HH Parkway is not very bad at all, actually, because you would be getting off before you hit too much traffic. It's the parking situation in Manhattan and/or traffic to the parking facility that would pose the greatest delay. You can always walk or take the bus to the 1 to get to John Jay as well.
There is a bit of a Russian population in Riverdale. The Russian Federation has property in the neighborhood, but it's nothing like Brighton Beach.

So if the google driving commute says 20 min, how much should I realistically add to it?

Using the toll bridge, add only a couple of minutes to park and such, without traffic. 45 minutes is probably a good time frame, closer to an hour+ at rush hour. You will need a lot/garage at John Jay as well, so factor that. Using Broadway to avoid the toll adds 10 to 20 minutes to the trip. You can also take the express bus which is good in the morning, but slows in the evening. In the evening, the subway and car service/bus/walk would be faster.

That's way too long, not worth it. Might as well use the subway/bus.
It's hard to predict. I have sometimes made it from Riverdale to Midtown in under 20 minutes, using the Henry Hudson Parkway. It's possible, but if you hit a problem at the GWB, the trip can be much slower. The subway/bus is much less expensive, as you have to pay the tolls at the HH Bridge and parking in Manhattan.

yea, thats what I mean, you never know, just might get stuck and be late for classes, its not worth the stress plus driving for 1 hr in NYC is a lot harder than just sitting in a train/bus for 1 hr

Morris Park is quieter and a bit more laid back.Lots of single family houses on the side streets. Most of Pelham Parkway is more densely populated with a lot more apartment buildings.
Pelham Gardens is even more sedate than Morris Park but most of it is also a bit removed from conveniences and from the subway.Except for the blocks closest to Williamsbridge Road and Pelham Parkway you might need a car for shopping, etc and you might need to take a bus to the subway ,depending on your walking capabilities. Also, not many restaurants, etc
A good compromise is the section of Pelham Parkway ,just to the South of Pelham Parkway South around Williamsbridge Road ,where the neighborhood transitions into Morris Park. It's close to the subway, has lots of shopping and restaurants but is not as densely populated as the blocks between there and Bronx Park.
