Housing discrimination also is denying an apartment or house based on race, religion, family size and nationality you know "my kind" if someone feels as if they have been a victim of discrimination yes it can be reported and yes the landlord can be subpoenad but because its difficult to prove housing discrimintion so very seldom cases actually makes it to court.
I agree with you NYCHA as well as other govermental agencies have people prefer a "hand out" instead of working, most of them have multiple children without steady income, refuse to get a job, have no desire to better themselves, have expensive clothes and jewelry and behind on rent and bills. They definetly make it bad for decent, hard working people, but again you should not generalize because decent people live in the projects.
What should be done for those who don't want to abuse "hand outs" but need rent stablizied housing assistance asap and HPD income guidelines are too high? Are you willing to accept people who have no landlord disputes, no bad credit, pretty much good wholesome families that can only afford rent to be 30% of their income in your buliding or home?

The answer is yes but people like that from my experience are far and few between and usually don't meet my strict rental criteria so they automatically disqualify themselves.
