I would say you are incorrect. My Godmother is half white - her white mother resides in Marcy Projects. I don't think many grow up and aspire to live in the projects, I believe it is just a means to an end most of the time - that is whether you are black, white or hispanic.
I believe there are still plenty of white people living in the Projects of NYC.

I know of a white lady who just recently moved into the Bayview Projects and is damn happy to have a place to live.Her children are of white/hispanic origin and she doesn't have an old man but she feels safe alone there.Plus I feel if the locals in an overwhelmingly majority area see you,know you and yo show them respect you won't have ptoblems in certain NYCHA projects.

Moderate-to middle income developments?
The original cooperators at Warbasse came from every borough. Brooklyn making up the largest group at 1,982, Manhattan 270, Bronx 196, Queens 136, Staten Island 1, totaling 2,585 families. Slightly under 50% were 50 years of age or older. There were 1,196 children under fifteen and 1,905 persons in the 25-50 age group. Almost 57% of the families included two persons or fewer. Almost two-thirds of the families earned $7,000.00 a year or less.

Is that still the case today(quick scan of the link came up with nothing in regards to present-day income requirements)?

Trump Village is the third group of public housing in this group. It went private in 2008. This meant people living in these apartments were able to sell the apartments upon move out or death. Warbasse opens every 4-6 years to create new waiting lists that people wait on for about 4 years. There are different lists for different sizes of apartments (those lists open seperatly). Once you are in you go onto another list for parking which is another 4-6 years. The lists contain 400 names at a time. Warbasse is working on going private. Income guidlines are similar to HPD. Tenants are required to buy shares in the coop (could be as high as $25k)
Luna Park is under HPD and works off of waiting lists also.
All three of these are primarily white (hispanic included), have numerous elderly and seem to be becoming russian.

Pomonok is majority black now, well theirs no majority white projects obviously but the Latimer Gardens Projects in flushing have some white people..its majority black n spanish but their is a sizeable white population mixed in

I didn't read through the whole thread. But, yes, there are white people in public housing in areas like Coney Island and Sheepshead Bay and mostly from Eastern Europe.
