Not every area is that is mostly minority is a bad place. If she wants a real feel for city life that is where she needs to live at.
When does she plan on moving?

 ok. i don't know what a coop is. can someone explain that to me?
and also, where is Harlem? isn't that on the northwest side of the island? is that considered the upper-west side.
also. what are the zip codes that i should be searching for?

Harlem is in northeastern Manhattan across the river from the Bronx. Not an area I'd let my Mother live in.

A co-op: the building is owned by a corporation, which has shareholders, who are the people who live in the building. When you get a co-op, you get shares in the building and a proprietary lease on the apartment. You do not OWN the apartment, you own a share in the building. In a co-op, when you have an accepted bid on an apartment, financial statements and other documentation are submitted to the board and there's usually an interview.
In a condominium you own the apartment. You do not need to give any financial information to the board of directors. You can rent out your apartment if you so choose (you can in a co-op, but it's not as easy). This is the downside - you have NO control over the people to whom the apartment is rented. So, if Babar and Celeste rent the apartment upstairs from you and are waking you up with their pachyderm parties, you have very little recourse.

sorry if i seem like an idiot, but i'm a little confused right now. if the upper-east side is a good area, then how come it's so close to Harlem? so what is considered upper-east side and what is considered upper-west side...like what streets do they end at or what zip codes are they?

Why are the good areas so close to the bad ones? Welcome to NY!
Upper east side is basically anything north of Midtown (one of two business districts in Manhattan, the other being downtown/Wall St) to the east of Central park up until 96th st. North of 96th is generally considered to be East Harlem/Spanish Harlem/El Barrio. Lots of Puerto Ricans and Mexicans live in Spanish Harlem.
Upper west side is to the north of Midtown and west of Central park up to 110th st. North of that is Morningside Heights which is to the west of Morningside Park and south of 125th st or so. This is a pretty nice neighborhood but is considered below the Upper West Side on the pecking order. East of Morningside Heights is Central Harlem, which is the historically black neighborhood that everyone thinks about when you think of Harlem.
Why don't you take a look at a map like this:
It shows you the neighborhoods of Manhattan. Of course none of what I said or what you will find on maps is 100% definitive because there are great deal of debates in the city over what block is in a particular neighborhood.
