East harlem isn't that bad at all honestly, even by the projects (which are admittedly everywhere) It's the same as any place else you go, do not bother anyone and no one will bother you. Also east harlem is still manhattan which adds to the general feeling of safety, no matter how scary it might get you're at most about a mile and a half away from the upper east side. You can always just hail and cab and leave (it's not like back when I was a kid when cabs wouldn't go past 96th street) in brownsville, you're stuck there. There's nowhere to go but the subway which isn't that appealing.

In East NY, my friend drove Livonia avenue and we got off I think on New Lotts (?) or somewhere close to there. It looked like the hood, but I seen worse place here in the Bronx and in Harlem.
In Brownsville, I dont remember. It was the same day. We passed it on our way to East NY. I know it was Brownsville cause I saw a lot of projects.
But I didn't pass through that late. It was around 7 pm.

well livonia avenue is brownsville, and a lot of blocks on livonia are deserted really. so you wouldnt see much there...but livonia and saratoga, livonia and pennsylvania, and livonia and rockaway are pretty rough-looking blocks so i dont see how you could have seen worse in the bronx and harlem.
next time you're on google, do a street view of sutter avenue in east new york. also do rockaway avenue in brownsville, dumont avenue in brownsville, mother gaston boulevard in brownsville, pitkin avenue in east new york. some parts of pitkin avenue look like the 80s still. crack houses and vacant lots.
and as a reference brownsville starts west of pennsylvania avenue, east new york is east of pennsylvania avenue.
another thing: driving through and walking is 2 different things.

Pitkin is bustling with a bunch of stores. I didn't see any vacant lots/crack houses. It's their main thoroughfare

Ah. I was only around pitkin ave in brownsville where all the stores are because it reminded me of 116th and 3rd years ago.
There's an old barber shop off pitkin that caught my attention last time I went.

yeah back in the day they used to rob people as they were coming outside of the foot locker on pitkin avenue for their new sneakers. not exactly a safe place to shop in the 80s to late 1990s. still not 100 percent safe today, but safer than back then.
