Cab Fare in New York (taxi, cost, bus)

Does anyone know approximately what the taxi fare would be from Penn Station to 870 Seventh Avenue?

$4.00 for pickup (a little less if not pm rush hour)
$4.00 for max 32 block equivalents (24 blocks + going to a northbound avenue then back to 7th)- fares just went up
$1.00 for waiting at lights
$2.00 tip
------
$11.00 max

I'd exit Penn Station at 8th Ave and 33rd St out of the Amtrak side of the complex- there is a taxi stand there and the avenue goes northbound.

To save some money, jump on the M20 bus at 8th Avenue and go North for a quick ride to 55th and walk a block over to 7th Ave. Total cost $2.25.

The bus won't take you even 10 minutes longer than the cab.
