Yes it is the system, the RS system that forces the landlord to do unethical things. This behavior is unique to only RS landlords. Why should a landlord give in to a tenant's demands and sell his tangible asset? Instead, if the tenant is tired of putting up with the landlords unethical behavior, why not move? No one is forcing you to stay. Why stay at a place where you're unwanted?
What are you talking about? Tenants don't demand anything except the rights they are guaranteed by the law. If you don't like the laws in your industry, get out of it. There are plenty of laws I don't think are fair either, but I'm not going to break them. Landlords have a right to complain and so do tenants, but that's besides the point..neither can go beyond that. You can't go around breaking laws because you think they are stupid. That's ridiculous. What makes it worse is that owning rs units is a decision no one forced you into. As with every other type of business..if you feel like you are not making enough money chalk it up to being a bad financial decision and get out of it. SELL. No one is forcing you to stay either.
I would like this thread bumped to the top of the forum and any other rent control issues that are currently happening between landlords and tenants in Manhattan, New York as of 2014.
I have recently found myself in a similar situation. My landlord just yesterday sent back to checks for April and May via certified mail with no explanation. I live in Bushiwck, Brooklyn where landlords are trying to evict tenants left and right to raise rents. I fear that this may be happing to me now... Do you think it is time to find a lawyer? If so can I sue the landlords for the cost of the lawyer? Thank you for your help.

Resend your check in certified mail, this way he can't say he never received anything.

Certified mail RETURN RECEIPT is the only thing accepted as proof of delivery even if the landlord claims otherwise.
In addition, I would advise the OP to keep track of everything.
