Depends...
They could do that but only if you want a line of angry workers coming out the door of the union office.
Transfers will be processed first I would assume to avoid heat. BUT many of those garages that needed people may still need people after that so it's possible some might end up right back where they were. But they got to be fair to people who had transfers in.
