I agree.
It is a situation of how much are you saving to put up with the agggravation.
How much is the rent? For how many rooms?
Where?

Cerrtainly DON'T put too much into the place because you have no right to possession without a lease...30 days and you are out.

Making any judgements about apartments with knowing the rent is impossible.

Advertise DUMP FOR RENT: $200 and people will flock to the door.

I agree with the above. This is the best course of action. Get the conditions verified by the HPD/DHCR, then send your LL a letter by certified mail (cost is $5 at post office) giving him 30 days to fix the conditions. State that if 30 days elapse and no repairs have been made, you will begin hiring out for repairs as you can little by little and deduct it from your rent. Save your bills and submit your abated rent with copies of each bill.

It will stir the waters but who cares if your LL likes you? If they retaliate by cutting your services which is unlikely, start from step 1 with calling 311 and report/repair that too.

Take care of the bedbugs first. Don't go the cheap route with some kind of spray or bug bomb. They will not go away unless the apartment is fumigated which means you will have to stay with friends or family for several days. Deal with it. Find a way. It's worth it.
